VIENNA, 28 June (UN Information Service) - The new Permanent Representative of Mexico to the United Nations (Vienna), Luis Alfonso de Alba G?ngora, presented his credentials today to the Director-General of the United Nations Office at Vienna (UNOV), Yury Fedotov (Vienna).

Mr. de Alba currently serves as Ambassador to Austria, Slovakia and Slovenia. He also serves as Mexico's Permanent Representative to the International Anti-Corruption Academy (IACA), the United Nations Industrial Development Organization (UNIDO), the Preparatory Commission for the Comprehensive Nuclear-Test-Ban Treaty Organization and the International Atomic Energy Agency (IAEA).

During his career with the Ministry of Foreign Affairs of Mexico, Mr. de Alba has served in various capacities, among them:

Permanent Representative to the United Nations in New York (2011-2013); Mexico's Special Representative for Climate Change (2009-2011); Permanent Representative to the United Nations and other International Organizations in Geneva (2004-2009); Deputy Permanent Representative to the United Nations in New York (2002-2004); Director-General for the United Nations, Foreign Ministry (1998-2001); Deputy Permanent Representative to the Organization of American States in Washington, D.C. (1994-98) Director for Humanitarian Affairs, Foreign Ministry (1991-1993); Adviser to the Foreign Minister (1988); and Third Secretary at the Permanent Mission to the United Nations in New York (1983-1986).

He was elected to serve in the following positions: President of the Council of the International Organization for Migration (2004-2005);? Chairman of the Disarmament and Security Committee (First Committee) 59th session of the United Nations General Assembly (2004-2005); and President of the Human Rights Council (2006).

Mr. de Alba studied at the Institut d'Etudes des Relations Internationales in France.

A U.S. citizen killed on Friday in Alexandria, Egypt, site of anti-government protests, was identified as Andrew Pochter, the U.S. Embassy in Cairo told NBC News on Saturday.

Kenyon College in Gambier, Ohio, said the 21-year-old student was from Chevy Chase, Md.

In a statement, the school said Pochter was an intern at AMIDEAST, a nonprofit group not affiliated with Kenyon that is engaged in international education, training and development.

"We are providing appropriate consular assistance from our Embassy in Cairo and our Bureau of Consular Affairs at the State Department," a State Department said.

Al Jazeera and Reuters, both quoting doctors and Egyptian security officials, and the Egyptian state news agency MENA reported Friday that Pochter died from a stab wound to the chest in Alexandria.

Gen. Amin Ezzeddin, a senior security official in Alexandria, told Reuters that the American was using a mobile phone camera near an office of President Mohammed Morsi's Muslim Brotherhood as it was being attacked by protesters. He died at a military hospital, Ezzeddin said.

At least 80 other people have been wounded in the Alexandria protests, MENA reported.

The protests are part of the buildup to nationwide "June 30" demonstrations marking a year since Morsi's election. Morsis opponents hope to force early presidential elections, citing a range of social and economic issues.

Morsi's supporters have promised that they will also take to the streets to defend the Muslim Brotherhood-backed government.

"There are no services. We can't find diesel or gasoline," Mohamed Abdel Latif, an accountant, told Reuters. "We elected Morsi, but this is enough."

Salinas, Gordon help Earthquakes beat Galaxy 3-2

? Shea Salinas and Alan Gordon scored in second-half stoppage time to give the short-handed San Jose Earthquakes a 3-2 victory against the Los Angeles Galaxy on Saturday night.

Salinas knocked in a loose rebound in the 92nd minute and Gordon scored on a header a minute later to give San Jose (5-7-6) a second comeback victory in two seasons against the Galaxy at Stanford. The Earthquakes came from two goals down to beat LA 4-3 last June 30.

Marcelo Sarvas scored in the 20th minute and Hector Jimenez in the 65th for Los Angeles (7-7-3).

Gordon scored his first goal of the season in the 68th minute to pull San Jose to 2-1. The Earthquakes' chances looked dire after defender Victor Bernardez saw two yellow cards in the space of eight minutes and was sent off in the 77th minute, leaving San Jose down to 10 players.

On the tying goal, Salinas pounced on a free ball after Galaxy goalkeeper Carlo Cudicini was unable to corral a deflected flick header from San Jose rookie Adam Jahn.

Gordon got the game-winner moments later off a chipped cross from just inside Los Angeles' penalty area by San Jose midfielder Sam Cronin.

Landon Donovan and Robbie Keane assisted on both goals for the Galaxy, but L.A. was left to deal with failed opportunities after Bernardez's ejection, especially an 88th-minute save by Busch on Jimenez.

A prone Cudicini blocked a 50th-minute rebound shot from 8 yards by San Jose midfielder Marvin Chavez. The veteran keeper, who joined LA this year, was unable to come up with the critical saves in the dying minutes, however.

Jamie Dupree's Washington Insider: Documents show IRS looking at "anti-Republican" groups

As the IRS released an 83 page internal review of the political targeting of Tea Party groups, Democrats in Congress leaked out documents which appeared to show the IRS keeping tabs on "anti-Republican" groups as well.

"Common thread is the word "progressive," notes the internal lookout list, which noted that the groups "are partisan and appear as anti-Republican."

In some of the same documents, both progressive and Tea Party groups are listed by the IRS for scrutiny, along with groups that focus on medical marijuana, the Arab-Israeli dispute, the Obama health reform law and more.

The discovery of such "Be On the Look Out" lists (BOLO) aggravated Democrats, as they demanded to know why the internal watchdog at the IRS so forcefully said that only conservative-leaning groups were given the once-over by tax agents.

"The American public expects competent, impartial, unbiased, and non-political treatment from the IRS," said Rep. Sander Levin (D-MI) in a letter to IRS inspector general J. Russell George.

"That same standard is also applicable to you and your organization," Levin fumed.

Republicans said just because the word "progressive" was found on a BOLO list didn't mean that somehow Democratic-leaning groups had been harrassed.

Still, the documents did give Democrats something to push back with, after weeks of a seemingly one-sided investigation that dealt mainly with Tea Party complaints.

Obama says not threatened by China focus on Africa

PRETORIA, South Africa (AP) -- President Barack Obama says he doesn't feel threatened by the fact that other countries, led by China, are investing in Africa. In fact, Obama says the more countries that come to Africa, the merrier.

Obama says he's touring three African nations this week because the United States needs to increase its engagement with a continent that's showing promise and possibility.

He says such interaction is good for the U.S. regardless of what other countries do.

But he cautions that Africa must be wary of outside investment and always ask how it will benefit when other countries come seeking its natural resources or to make other investments.

Obama spoke Saturday during a news conference in South Africa with President Jacob Zuma.

The Singaporean startup burst onto the scene in May with news of its relatively inexpensive printer. The Buccaneer cost $347 on Kickstarter, far cheaper than?the?Makerbot Replicator 2.0?at $2,199. For reference, the?Form One, which has just started to ship, set its Kickstarter pledge at $2,299. The printer is pitched as a consumer device, and Pirate3D makes a library of objects available through a drag-and-drop Web-based GUI (graphical user interface), for people unfamiliar with CAD (computer aided design) software to customize objects. You can download its?Android app?to test out the interface. Pirate3D is placing so much emphasis on this interface that it is resting its future survival on its software hopes, said co-founder Roger Chang. “I’m certain you’ll see a fake Buccaneer within the next six months,” he said. Hardware copying is inevitable in this business, and to stem the possibility of being edged out by a fake, the company is planning to outsource the brains of its device, he said. This will allow other hardware makers to produce similar machines, but still plug into Pirate3D’s software library. This will allow it to stay relevant in the industry, and ahead of the copies. The company is working on releasing an SDK (software development kit) for its Smart Objects library as well, to encourage the community to populate the pool of items in it. Over 3,000 machines have been ordered through Kickstarter, and Pirate3D is working with manufacturers in Singapore to get mass production going. The third-party manufacturers are headquartered here, but mass work will be done in China, where their factories are. With any luck, the first prototypes will come out in December, and proper models will start shipping in February next year, said Chang.

Fed's Stein puts focus on September as time to assess QE3

NEW YORK/WHITE SULPHUR SPRINGS, West Virginia (Reuters) - September could be an opportune time for the Federal Reserve to consider scaling back its assets purchase, an influential official of the U.S. central bank said on Friday, as he stressed that the Fed must take a long view of economic progress and not be blinded by the most recent data.

The remarks by Fed Governor Jeremy Stein drew the attention of economists and investors after he ticked off several examples of improvement in the labor market since the Fed launched its bond-buying program last September.

Stein's speech, and a separate one on Friday by Jeffrey Lacker, president of the Richmond Fed, had some parallels to efforts by other Fed officials earlier this week to soothe market anxieties about a pullback in the bond purchases.

Nonetheless, Stein and Lacker took a more aggressive tone on when the central bank's unprecedented policy accommodation might be reduced.

Even so, differences within the Fed over the strength of the economy were in view as a third policymaker, John Williams, president of the San Francisco Fed, shelved his earlier view that the Fed could stop buying bonds by late 2013, saying, "It's too early to cut back on our programs right now."

The Fed's purchase of Treasuries and mortgage bonds at a monthly pace of $85 billion has provided a huge flow of liquidity into financial markets, driving up assets from stocks to bonds.

Yields on the benchmark 10-year Treasury note rose after Stein's remarks, a sharp reversal of stabilization in the market earlier in the day.

Markets had dropped hard in the days after Fed Chairman Ben Bernanke last week said the Fed expected to pare back on its bond purchases, known as quantitative easing, later this year and to halt it altogether by mid-2014, as long as the economy progresses as expected. Unemployment will likely have fallen to about 7 percent by then, he said.

But Stein on Friday, in an unusual move, trained investors' attention on the Fed's September policy meeting, though the policy-setting Federal Open Market Committee next meets in July.

"The best approach is for the committee to be clear that in making a decision in, say, September, it will give primary weight to the large stock of news that has accumulated since the inception of the program and will not be unduly influenced by whatever data releases arrive in the few weeks before the meeting," said Stein, a voting member of the policy committee.

Data from early September "will remain relevant for future decisions," even if it does not play a primary role in any policy decision in September, he said, in a speech at the Council on Foreign Relations in New York.

"If the news is bad, and it is confirmed by further bad news in October and November, this would suggest that the 7 percent unemployment goal is likely to be further away, and the remainder of the program would be extended accordingly," he said.

Stein's comments drew a sharp reaction on expectations of the Fed's policy path.

"Stein's remarks cannot be lightly dismissed and raise risks that some on the committee may have already essentially decided on September," said Michael Feroli, chief U.S. economist at JP Morgan in New York.

Lacker also put September in focus, saying the Fed meeting that month "is certainly a candidate" for when the Fed could first reduce its pace of buying, though he said that economic data would be key.

Nearly half of the economists polled by Reuters this month expect the Fed to start reducing the pace of asset purchases in September.

EXPECT MORE VOLATILITY

Williams, who is a voter on Fed policy this year, gave no preferred timeline for reducing bond purchases, saying only that doing so would be appropriate "at some point." If inflation continues to come in below expectations, that could point to the need for more stimulus, not less, he said.

He called the recent rise in Treasury rates a "healthy" development because it suggests markets no longer assume the Fed will keep rates low forever.

Lacker, one of the central bank's most hawkish officials and a persistent critic of the latest round of bond buying, said it was "wise" for Bernanke to clarify the Fed's views on future bond buying, but he stressed policy would still be loose as the Fed reduces "the pace at which it is adding accommodation." Lacker is not a voter on policy this year.

Financial markets should brace for more volatility as they digest news of a reduction in quantitative easing, Lacker told a judicial conference in West Virginia, adding that it "should not interfere with the moderate-growth scenario that I have presented."

Williams said that the sudden rise in rates suggests some investors had become complacent about low rates and that froth had been building in some areas of financial markets.

"It's healthy to get some froth out of the market," he told reporters after his speech.

On the labor market, where unemployment remains high at 7.6 percent, Stein noted the rate was 8.1 percent when the bond purchase program was launched last year. Monthly job growth has jumped dramatically since then, he said, adding Fed forecasts are also more optimistic.

Stein said the Fed can be more specific about its plans for QE3 as it approaches its policy goals. The timeline Bernanke articulated illustrates a "greater willingness to spell out what the committee is looking for, as opposed to a 'we'll know it when we see it' approach," he said.

Still, Stein stressed that reducing the pace of QE3 is highly conditional on the economy. He added it did not mark a change in policy and was meant only to clarify things for investors.

Stein, a relatively new but highly respected member of the powerful Fed board, turned some heads back in February when he warned the massive asset purchases were showing signs of inflating price bubbles in junk bonds and other markets.

But on Friday he said while financial stability should play a roll in monetary policy decisions, the benefits of QE3 have surpassed the costs of the program, including such stability risks.

Bombs target football players, spectators in Iraq

BAGHDAD (Reuters) - Bombs targeting football players and young men who had gathered to watch a match in Iraq killed seven people on Saturday.

A roadside bomb in a busy market killed another three people, bringing the death toll to 10, police and medics said.

The violence is part of a trend of increasing militant attacks since the start of the year, which claimed more than 1,000 lives in May alone, making it the deadliest month since the sectarian bloodletting of 2006-7.

In recent days, men playing in local football fixtures and watching matches have been the targets - after spates of attacks on both Sunni and Shi'ite mosques and the security forces.

The reason behind the attacks on football players and spectators is not clear.

Police and medics said the bomb was planted inside a coffee shop in central Baghdad and killed four young men who had gathered to watch an under 20s international match between Iraq and Chile on television.

Twin roadside bombs exploded near a football stadium, killing three players in Muqdadiya, 80 km (50 miles) northeast of the capital, and the blast in the market left a further three people dead in a town west of Baghdad, police said.

Earlier this week, twin blasts at a neighbourhood football stadium killed five players and two blasts tore through cafes where scores of young men had gathered to watch another match, killing eight people.

Concerns that Iraq may lapse back into full-scale sectarian conflict have mounted in recent months amid tensions fuelled by the civil war in neighbouring Syria, where mainly Sunni rebels are fighting to overthrow a leader backed by Shi'ite Iran.

Sunni insurgents including al Qaeda's Iraqi affiliate have been regaining ground, recruiting from the country's Sunni minority, which resents Shi'ite domination since the U.S.-led invasion that toppled former dictator Saddam Hussein in 2003.

Leaks are, after all, a tool that White House and Pentagon officials often use to help shape their political agendas, despite their public railings against them.

That?s why reporters, when officials offer them leaks, in turn tend to ask, What is the motivation for the leaker to share this information?

There has been some speculation, for example, that even the leak to NBC News, which broke the story Thursday night about the Justice Department?s investigation of Mr. Cartwright, was perhaps motivated by a desire to shift the conversation in America away from the embarrassing National Security Agency data provided by Edward Snowden.

Others have ventured that the Obama administration might be motivated to leak news of the investigation of Cartwright to serve as a warning to others who may be tempted to follow in the footsteps of Mr. Snowden.

It also serves to demonstrate that the White House won?t hesitate to go after even top-level officials who once served the purposes of the administration: During his tenure as the No. 2 officer at the Pentagon, Cartwright was considered a favorite of President Obama because of his willingness to back the White House in its reservations about a US troop "surge" in Afghanistan.

SAN ANTONIO (Reuters) - Jurors in the trial of accused Fort Hood gunman Major Nidal Hasan will be allowed to hear the dying words of Private First Class Francheska Velez, who was six weeks pregnant when she was shot dead in the rampage, a military judge ruled on Thursday.

Velez, who was 21 and expecting her first child, screamed, "My baby, My baby" when she was shot during the November 2009 attack that killed 13 and wounded 32. Her words may be read to jurors, Colonel Tara Osborn ruled.

Hasan, who faces a possible death sentence if convicted of the killings at Fort Hood, did not object to the introduction of her statement. He was due to enter a plea at his next court appearance on July 2, according to a Fort Hood statement.

Hasan was likely to enter a plea of not guilty. He had expressed a desire at one point to plead guilty if the death penalty were taken off the table. That request was refused and defendants are not allowed to plead guilty to capital offenses under the Uniform Code of Military Justice.

Hasan, an Army psychiatrist, has decided to represent himself in the court martial. Osborn has assigned military lawyers to assist him on legal research and to be prepared to step in as Hasan's defense counsel if needed.

The trial has been delayed several times to address numerous issues, including whether Hasan, a U.S.-born Muslim, may wear a beard in court, against Army regulations. He has said he is wearing it for religious reasons.

More recently, the trial was delayed while Osborn determined whether Hasan, who was shot by civilian police during the rampage and is paralyzed from the chest down, was competent and physically capable of representing himself at trial.

Hasan also unsuccessfully sought the right to argue at trial he was protecting the Taliban in Afghanistan from U.S. aggression when he opened fire at Fort Hood.

Fort Hood was a major deployment point for the wars in Iraq and Afghanistan, and Hasan himself had been preparing to leave for Afghanistan with a unit assigned to help soldiers deal with mental issues.

The selection of a panel of Army officers who will serve as the jury in the court martial is set to begin July 9. Opening statements are scheduled to begin no earlier than August 6.

Bombs in Iraq kill 19 people

BAGHDAD (AP) ? Bombs in Iraq targeting a checkpoint run by government-allied Sunni militiamen, a Shiite tribal leader's funeral and a soccer field killed at least 19 people on Friday, in the latest strikes by militants seeking to destabilize the country.

Iraq is in the midst of its deadliest and most sustained wave of violence since 2008, raising fears the nation is returning to the widespread sectarian-charged bloodshed that pushed it to the brink of civil war in 2006 and 2007. More than 2,000 people have been killed in bombings and other violent attacks since the start of April.

The deadliest attack, which killed at least 11, struck the militia checkpoint shortly before midday in the village of Zangoura, which is just south of the former insurgent stronghold of Ramadi, some 115 kilometers (70 miles) west of Baghdad, according to police.

The checkpoint was manned by members of the Sahwa, who are Sunni militiamen that joined forces with U.S. troops to fight al-Qaida during the Iraq War. They remain on the Shiite-led central government's payroll for security forces, making them an occasional target for Sunni insurgents who consider them traitors.

One bomb, apparently planted by the side of the road, was the source of the initial blast. A second detonated as villagers rushed to help the victims of the first explosion, police said.

In the town of Dujail, 80 kilometers (50 miles) north of Baghdad, a suicide bomber rammed his explosives-laden car into a tent set up to welcome mourners at the funeral of a local Shiite tribal leader.

Dujail mayor Naif al-Khazraji and Ali al-Haidari, a senior security official in the town, said the blast killed at least four and wounded four others. Al-Khazraji said those killed included a police captain who tried to shoot the bomber before he detonated his explosives.

Dujail is a predominantly Shiite town surrounded by mostly Sunni communities.

Shortly after unset, police said a bomb went off near a soccer field in the Shiite-majority town of Madain just south of Baghdad, killing 4 people and wounding 15 others.

There was no immediate claim of responsibility. Al-Qaida in Iraq frequently deploys car bombs and coordinated explosives, and often targets Shiites and security forces, including Sahwa members.

Police and hospital officials confirmed the casualties. The officials spoke on condition of anonymity because they were not authorized to brief the media.

Earlier Friday, Iraqi officials raised the death toll from a series of bombings late Thursday that targeted soccer fans watching the Confederations Cup semifinal between Spain and Italy in cafes in and around Baghdad. They put the number of those killed at 36.

The deadliest attack, which killed 20 people, took place at a large cafe in the city of Baqouba, 60 kilometers (35 miles) northeast of Baghdad. The assailants staggered the blasts, apparently so that the second one ? a car bomb ? would kill people rushing to help those hurt in the initial explosion. Rescue teams found several bodies only on Friday morning, police said.

Other attacks late Thursday struck cafes in Baghdad and the Shiite town of Jbala south of the capital.

The report, from Wealth-X, a wealth research firm, said the number of people worth $30 million or more in Germany, Switzerland, France and Italy grew 6 percent in 2012. Their combined fortunes surged 13 percent to $3.4 trillion.

Germany posted the strongest gains, with the number of ultra-wealthy people growing 6 percent to 16,734, with total fortunes of more than $2 trillion. Switzerland's ultra-rich saw their fortunes grow 15 percent.

Even France?often portrayed as the country of wealth flight rather than wealth creation?saw its super-wealthy population grow 5 percent and fortunes gain 12 percent.

Based on Wealth-X?s methodology, the report only focused on those four countries, and excluded other European nations including Britain and Spain.

Wealth-X attributed the improvements to smart investing. "Smart investments and prudent estate planning among the UHNW (ultra-high-net worth) individuals in these economies explain why they performed better than other European nations in the current economic climate," said Wealth-X President David Friedman.

Yet there may be another reason: globalization. Many of the ultra-rich in European countries own global businesses or companies that benefit from growth in other countries, making them far less dependent on their home countries. Many luxury companies in France, top manufacturers in Germany and design firms in Italy have decoupled from Europe and continue to see sales growth from China, the U.S. and other (relatively) stronger economies.

DC picks rock club owner to run Lincoln Theatre

WASHINGTON (AP) ? The owner of a well-known D.C. rock club will soon begin operating the city's historic Lincoln Theatre where Duke Ellington and Ella Fitzgerald once performed.

Mayor Vincent Gray announced Thursday that the entertainment group I.M.P was selected as the winning bidder to operate the theater in the city's U Street neighborhood beginning in September. The city says I.M.P brings a proven track record. It currently operates the 9:30 Club and Merriweather Post Pavilion in Columbia, Md.

In a statement, Seth Hurwitz of I.M.P says it's an honor to be entrusted with bringing new life to an old theater. He says many shows that don't fit in the 9:30 Club will have a place at the Lincoln.

In late 2011, the theater was threatened with closure after the city cut off subsidies and began seeking new management.

LOS ANGELES (Reuters) - Actresses Sandra Bullock and Melissa McCarthy are mounting a challenge to this summer's male-dominated comedies with their buddy cop comedy "The Heat" opening at movie theaters on Friday.

The R-rated comedic offerings at the summer box office have so far included three guys heading to Las Vegas to hunt down a gangster in "The Hangover 3," two middle-aged men interning at Google in "The Internship" and a group of male celebrities preparing for the apocalypse in "This is the End."

"The Heat," by "Bridesmaids" director Paul Feig brings together an unlikely duo, pairing an uptight FBI agent (Bullock) with a loud and aggressive Boston cop (McCarthy) to bring down a drug lord.

Amid shenanigans that include stake-outs, family drama, a drunken night and explosions, the pair learns how to work together and a friendship develops.

Buddy cop comedies have long been a Hollywood staple, from franchise films like "Beverly Hills Cop," "Lethal Weapon," "Bad Boys" and "Rush Hour" to more recent films like "The Other Guys" and last year's "21 Jump Street" remake. But they have featured male leads.

Starring two women in such a film required some changes, Feig told Reuters.

The 50-year-old director, who has helped usher in a new wave of female-led R-rated comedies, said he wanted the characters to deal with issues that professional women would face on the job, while also showing women who enjoy being in the work force.

"We wanted to say, 'If you love your job, that's what you should be doing and maybe you might need a friend in a similar situation to be your confidante,'" he said.

Feig's 2011 film "Bridesmaids," about a bride and her friends who suffer a series of unfortunate events ahead of the wedding, was nominated for two Oscars including best supporting actress for McCarthy and made $288 million worldwide.

'THE QUEST' FOR WOMEN IN COMEDY

McCarthy, 42, saw her star rise after the success of "Bridesmaids." She followed the film up with February's "The Identity Thief," which grossed $174 million largely on the strength of her persona, and a supporting role in "The Hangover 3," where she held her own opposite the film's male-led cast.

Bullock, 48, had been mostly absent from film since winning the Best Actress Oscar for 2009's "The Blind Side," focusing instead on being a single mother to her adopted son Louis.

"The Heat," produced by News Corp's 20th Century Fox studio, marks a return to comedy for her, drawing parallels to the quirky neurotic characters she has played in 2000's "Miss Congeniality" and 2009's "The Proposal."

Feig initially was drawn to the Kate Dippold-written script for "The Heat" in part because he felt comedy films in the last few decades have been mostly male-dominated, with women depicted as the ones who ruin the good time.

"The guys are having fun, or they're out saving the world and the woman is saying, 'You need to be home with the family,'" said Feig.

"Either they are killjoys or completely unaware of the importance of what their husbands are doing - neither one of which seems fair to the women."

Feig said he felt some of his favorite female comedians are not being given a chance to shine, citing Sarah Silverman's mean girlfriend character in 2003's "School of Rock" and Rachel Harris' shrewish girlfriend portrayal in 2009's "The Hangover."

"These are movies I love, but at the same time you go, 'Well that's a waste of a hilarious person," said Feig. "I just feel like, 'God, let's right the wrongs.'"

Going forward, Feig said his next project will be a female "James Bond" comedy in the vein of "The Heat," but he stressed he doesn't want to be the only go-to guy for women in film.

"The fact that 'The Heat' is the only studio film coming out this summer that has women in lead roles is almost a backslide," said Feig. "More people have to join me in the quest."

(AP) ? Energy Secretary Ernest Moniz said Thursday that coal will continue to play a major role in meeting America's energy needs even as the Obama administration seeks to reduce carbon emissions and combat global warming.

In an interview with The Associated Press, Moniz dismissed claims from Republicans and some coal-state Democrats that President Barack Obama's climate plan amounted to a war on coal. He said he and the president "strongly support an all-of-the above energy policy" that embraces traditional energy sources such as coal, oil and nuclear power, as well as renewables such as solar, wind and hydro.

"The president made clear that we anticipate that coal and other fossil fuels are going to play a significant role for quite some time on the way to a very low carbon economy," he said.

Specifically, the administration plans to offer up to $8 billion in loan guarantees for technologies that can keep carbon dioxide produced by power plants from being released into the atmosphere, Moniz said. Several "carbon capture" demonstration projects are now underway, including a large plant in Port Arthur, Texas, that began operations in December.

"It's not going to happen tomorrow, but I believe in this decade we will have demonstrated the viability of large-scale storage" of carbon-dioxide from industrial operations, Moniz said.

Obama's far-reaching plan would for the first time put limits on carbon pollution from new and existing power plants, while expanding development of renewable energy on public lands.

Forty percent of U.S. carbon emissions, and one-third of greenhouse gases overall, come from electric power plants, according to the federal Energy Information Administration. Nearly 40 percent of U.S. electricity is generated by coal.

House Speaker John Boehner, R-Ohio, said Thursday that the plan "will shutter power plants, destroy good-paying American jobs and raise electricity bills for families that can scarcely afford it. "

And Sen. Joe Manchin, D-W.Va., has called Obama's proposals "irresponsible" and said they would result in significant job losses in his coal-heavy state.

"The regulations the president wants to force on coal are not feasible," Manchin said.

He said the proposed regulations on coal cannot be met with existing technology.

Moniz said he was sympathetic to that point of view, saying a key part of the president's strategy is to push technical innovations such as carbon storage. "We have an aggressive technology department program that will lower the cost of doing that," he said.

He cited a study by the U.S. Geological Survey showing that the United States has the potential to store about 3 trillion tons of carbon dioxide in geologic basins throughout the country. The study, released this week, said the largest potential for storage is in Texas and the Southeast. Alaska and the Rocky Mountain states also have significant storage capacity.

The administration also will move more aggressively to make factories and appliances more energy efficient, Moniz said. Obama said he wants to avoid the equivalent of 3 billion tons of carbon pollution by 2030 through increased efficiency.

Environmental groups and congressional Democrats have complained that the White House was holding up a host of Energy Department regulations that would require appliances, lighting and buildings to use less energy. Many of the regulations, including proposed efficiency standards for commercial walk-in coolers and freezers, have been delayed for more than a year.

Moniz acknowledged the delay, but said, "The president's plan gives us a strong motivation to move these out quickly."

Moniz also pledged quick action on a slew of proposals to export liquefied natural gas. Just two projects have been approved in the past two years, a pace that energy companies call glacial.

"I have said, and I repeat, that we expect to have significant action this year on a case by case basis," Moniz said. "We understand there are lots of people waiting with capital ready to come off the sidelines and start investing in projects."
